Commenting, VLV chairman, Jocelyn Hay said: ‘ VLV’s autumn conference will consider the implications for broadcasters and for listeners and viewers, citizens and consumers, of the new regulatory environment and ethos that will be introduced by the new regulator, Ofcom, when it assumes its full responsibilities on 29 December.

VLV has been working closely with the chair of Ofcom’s Content Board, Richard Hooper and with its members, throughout 2003. But much of the detail of precisely how Ofcom will work and of how it will interpret the provisions of the 2003 Communications Act, remains to be settled. Some of the issues relate to possible changes in media ownership following the relaxation of previous limits on foreign and cross media ownership.

Others relate to the inclusion of the duty placed on Ofcom in the Act to serve the interests of citizens in addition to those of consumers, where possible by relying on competition to provide choice and quality. We look forward to hearing from Kip Meek about how Ofcom expects to resolve these disparate and sometimes conflicting aims. We expect a large and lively turnout.’
