Britain’s New Broadcasting
Order: How Will it Work?
A conference to consider
the future working of Ofcom
in a new and networked
age

Kip Meek Ofcom Senior Partner, Content
and Competition will give the keynote speech at 11 am at VLV’s 20th annual
autumn conference in London on 27 November.
He will explain the principles, philosophy
and approach of the new Office of Communications, Ofcom, as it prepares
to take full responsibility for the duties formerly performed by five regulatory
bodies in the communications field. Professor Sylvia Harvey, Faculty
of Media and Humanities, University of Lincoln, will be in the chair.
At 1.45pm – Radio’s Place in the new
Order
David Witherow, Executive Chairman,
The Radio Authority will explain current consultations on digital radio
by the DCMS and on radio licensing by Ofcom.
Bob Shennan, Controller, BBC Radio
Five Live, will speak on radio’s place in the new order and a converging,
more competitive, networked, world.
Robert Beveridge, School of Communication
Arts, Napier Univesity, Edinburgh will be in the chair.
At 2.45pm – Broadcasting in a Networked
Age
David Docherty, Chief Executive
Yoo Media plc and
Tom Loosemore, Head of BBCi Connect
will consider the impact of new media on traditional media and discuss
innovative ways in which new, interactive technology is being used to extend
skills and build new communities of interest.
Professor Vincent Porter, Director,
Centre for Communication & Information Studies, University of Westminster
will be in the chair.
Each session will include generous time
for questions to all speakers.
Commenting, VLV chairman, Jocelyn Hay
said: ‘ VLV’s autumn conference will consider the implications for broadcasters
and for listeners and viewers, citizens and consumers, of the new regulatory
environment and ethos that will be introduced by the new regulator, Ofcom,
when it assumes its full responsibilities on 29 December.
VLV has been working closely with the chair
of Ofcom’s Content Board, Richard Hooper and with its members, throughout
2003. But much of the detail of precisely how Ofcom will work and of how
it will interpret the provisions of the 2003 Communications Act, remains
to be settled. Some of the issues relate to possible changes in media ownership
following the relaxation of previous limits on foreign and cross media
ownership.
Others relate to the inclusion of the duty
placed on Ofcom in the Act to serve the interests of citizens in addition
to those of consumers, where possible by relying on competition to provide
choice and quality. We look forward to hearing from Kip Meek about
how Ofcom expects to resolve these disparate and sometimes conflicting
aims. We expect a large and lively turnout.’
