Children in the UK spend more time watching
television than any of their counterparts in Europe. Dozens
of new channels and services are being set up to tap into this rich and
vulnerable market; all have some potential to shape our children's development,
culture and attitude to life. Most are commercially motivated
and many are the offshoots of powerful American parents and rely on imported
programmes made originally for the American market.
Britain enjoys worldwide renown for the quality
of its children's programmes. VLV's chairman was recently invited
to meet a delegation from the American Public Broadcasting Service (PBS),
here to see if they could learn more about the excellence of British children's
programme making. Yet she was also invited to speak at a Writers'
Guild/BAFTA seminar because British programme makers are finding it harder
to fund their work because it is cheaper for channels to broadcast second-hand
offerings than to make original programmes. A further disturbing
aspect is that children are being manipulated into becoming consumers at
too young an age.
All these important issues will be addressed
at the conference. Invitations to speak have been sent to Nigel Pickard,
Controller of BBC Children's Television, Janie Grace, Controller of Children's
ITV, and Kevin Linehan, Controller of RTE Children's Programmes.
