The 2003 Communications Act removed restrictions
on media ownership and predators are already circling.Will the new regulator
Ofcom be able to ensure that British children continue to have access to
programmes and services that put their interests first? What if ITV is
bought by an American multi-national? How will it affect the provision
of programmes in what is already the most competitive market for young
viewers in the world?

Commenting, VLV chair, Jocelyn Hay said:
VLV believes that children should have access to the widest possible range
of high quality programmes which put their interests and needs above all
else. Our fear is that new foreign owners will put pressure on editors
to edit out regional references, locations and voices in order to make
them more acceptable to the international audiences they seek.
The result will be the erosion of a rich
cultural heritage which British children are entitled to enjoy. Competition
for viewers adds to the pressure already put on channel controllers to
cut costs, maintain audience share and maximise dividends to shareholders.
But what is the result? The conference will consider these questions and
look forward to hearing the Minister’s views.’
