
VLV has published its response to Ofcom's Phase 2 review of Public Service Television. VLV is pleased with Ofcom's emphasis on the maintenance and strengthening of public service broadcasting. Ofcom's Phase 2 document also removes some of the market dominated dogma that had clouded the Phase 1 consultation and has put stronger emphasis on the needs of viewers.
VLV has, however, identified a number of areas which call for further clarification. In particular these are the inadequate level of ITV's public service obligations, particularly those relating to the nation's regions and children's programmes.
VLV welcomes the introduction of new ideas, such as the Public Service Publisher, as a way of extending the debate on a strong public service broadcasting sector. However, the PSP suggestion would require considerable further refinement and VLV is concerned that at this stage, attention to the PSP idea should not be at the expense of other issues which require urgent attention now, including the future of Channel 4
